At the General Affairs Council on 29 October 2001, Javier Solana, the European Union's High Representative for the Common Foreign and Security Policy, delivered a paper which called 'for a re-evaluation of EU policy towards the central Asian countries'. The paper offered no solutions for the problems afflicting the area, but offered compelling reasons as to why the EU has short- and long-term interests there. |
