Challenges of the European Neighbourhood Policy: One

Author writes: 'The current European Neighbourhood Policy (ENP) of the European Union is 4 years old, a very short lifetime for such a complex and multi-faceted strategy. Therefore, the ENP can still be considered as an emergent policy area in the early stages of development. In the first of a three-part series, I would like to highlight what I perceive as the main incommensurabilities, or internal contradictions, of the ENP.
