A groundswell of opinion is building in favour of equipping the European Union with a new security strategy. All the usual suspects are agreed: the European Security Strategy of 2003 must be revised to allow the European Union to respond effectively to contemporary security challenges. It is hard to imagine a more effective recipe for gratuitous time wasting. There are good structural reasons to explain why the EU is ill equipped for such an exercise. And the diagnosis described here ascribes the symptoms of malaise to the wrong cause.
