An Islamist Chechen rebel leader, Doku Umarov, leader of the Caucasus Emirate, claimed responsibility on the 31 March 2010 for the bomb blasts in Moscow on the 29 March 2010, as another attack rocked a city in southern Russia and killed at least 12 people, including a police chief.

Two bombs exploded in the town of Kizlyar, Dagestan, in Russia’s north Caucasus early on the 31 March 2010.
