Torture in Chechnya is 'widespread and systematic' and perpetrators enjoy total impunity, New York-based Human Rights Watch said 13 November 2006. In a report issued to coincide with Russia's appearance in Geneva before the United Nations committee against torture, Human Rights Watch said it had documented more than 100 cases in two visits in 2006.
