The man chosen by Roman Prodi to take charge of external relations gave a fluent explanation of his pragmatic vision of EU foreign policy.

The former governor of Hong Kong insisted that the Union had to regain public trust following the previous Commission's resignation and the low turnout in the Euro-elections. One way to do this, he said, was to ensure the Union provided “added value” in foreign policy on top of what member states do.
