Climate change legislation and initiatives at EU level

This study reviews the challenges for the EU in reducing greenhouse gas emissions. It does so by examining the most important policies at the EU level that are meant to achieve, or have a major impact on this objective. It evaluates current performance and puts forward options for reform in the post-2012 regime.
