An overview of stakeholders’ views is also provided, as well as the opinions of national parliaments and the two advisory committees.

They are all made publicly available for stakeholders and the public.

The briefings are continuously updated as they pass through the policy making process and the source url hyperlink above should take you to the latest available version.

The proposed measures and targets were aligned with the 2030 climate and energy framework and with the energy union strategy, which envisaged a reduction in transport emissions and energy consumption.

The Commission set new targets for the EU fleet-wide average CO2 emissions of new passenger cars and vans. Average CO2 emissions from new passenger cars and vans registered in the EU would have to be 15% lower in 2025, and 30% lower in 2030, compared to their respective limits in 2021. The proposal included a dedicated incentive mechanism for zero- and low-emission vehicles, in order to accelerate their market uptake.

In the European Parliament, responsibility for the file was assigned to the Environment, public health and food safety (ENVI) Committee.

Next stage: Initial discussions in ENVI committee.
