Current EU support for renewable energy suffers from fragmented, uncoordinated national policies. A number of European countries have gained experience with domestic Tradable Green Certificate (TGC) markets and could benefit considerably from merging these markets into a single scheme. This paper proposes enhanced cooperation as a mechanism to allow precursor to a fully harmonised EU renewable energy policy. |
