Comment l’Europe des citoyens (éducation et santé publique) est-elle née en 1987 ? Histoire d’un commencement (1984-1989)

Abstract / Résumé:
Suite à sa longue expérience de haut fonctionnaire à la Commission européenne, l’auteur nous retrace l’historique des premières étapes de la construction d’une Europe des citoyens, dans le domaine de l’éducation et de la santé publique, à travers les programmes Comett, Erasmus, et L’Europe contre le cancer. Il insiste en particulier sur l’interaction entre Commission et Conseil pour l’aboutissement de ces projets. Enfin, il conclut en présentant le suivi de ces programmes jusqu’aujourd’hui.

After a long experience of high ranking administrator at the European Commission, the author presents the first historical stages of the citizens’ Europe, in the fields of education and public health, through the programmes Comett, Erasmus, and Europe against Cancer. In particular, he demonstrates the necessary joint action of the Commission and the Council for the achievement of the projects. Eventually, he concludes with the evolution of these programmes.
