EurActiv reported in November 2015 on a conflict of opinions between the European Commission and the European Parliament regarding the revision of the Energy Efficiency Directive which was being prepared.

While member states agreed in October 2014 on a 27% target for energy efficiency in 2030, the Commission seemed to be prepared to raise the bar up to 33%. However, the European Parliament defended the target to be of 40%, as the chamber approved its position regarding negotiations of a COP 21 international agreement.
