The Commission and the Council jointly examine annually a National Action Plan from each EU Member State, which refers to the Employment Guidelines, and present a Joint Employment Report (JER) to the European Council. That report contains country-specific information as well as a comparison and synthesis of developments from a European point of view. The JERs became voluminous documents over time and it was therefore decided in 2001 that it should again be limited to a text of a more political nature, which summarises main developments, trends and challenges, while the more detailed in-depth analysis is now found in a separate document, called the Supporting Document. For 2004-2005 the main report is published as COM (2005)13 and the Supplementary Document as SEC (2005)67 In the context of the new EES, the JER will become the main instrument for conveying key policy messages on employment and labour market measures to the Spring European Council. |
