Summary:Communication adopted by the European Commission on 23 March 2017, setting out a new European Interoperability Framework (EIF) aimed at supporting national public administrations to coordinate their digitisation efforts when delivering public services. Further information:One of the priorities put forward by the European Commission for its mandate is to remove barriers to a Digital Single Market (DSM) in the European Union (EU). The public plays a key role in the DSM as a regulator, services provider and employer. Member States have been digitising their public administrations to save time, reduce costs, increase transparency, and improve both data quality and the delivery of public services. However, digital public services are not yet a reality in the EU. When it comes to cross-border services, the situation is even more challenging. In this context, interoperability is seen as a key factor in implementing digital transformation. It allows administrative entities to electronically exchange, amongst themselves and with citizens and businesses, meaningful information in ways that are understood by all parties. It addresses all lays that impact the delivery of digital public services in the EU, including legal issues, organisational aspects, data/semantic concerns, as well as technical challenges. The European Commission first identified the need for interoperability between public administrations in 1999 and since then has supported programmes to develop, promote and use interoperability solutions in the EU. A Communication adopted in 2010 comprised a European Interoperability Strategy (EIS) and a European Interoperability Framework (EIF). Since then, the EIF has served as reference throughout the EU and beyond, and was the basis of most National Interoperability Frameworks (NIFs) and strategies. This Communication updates and extends the existing framework to take on board new or revised interoperability requirements that arise from EU policies and programmes as well as from public administrations, while taking into account technological developments and trends. The Communication setting out a Digital Single Market strategy recognises interoperability as a prerequisite for "efficient connections across borders, between communities and between public services and authorities" and calls for this revision of the EIF. |
