This Communication sets out the European Union's (EU) policy on countering the potential threats from non-cooperative unmanned aircraft systems (UAS), commonly known as drones. It is part of a wider counter-drone package that also comprises two handbooks, which provide practical guidance on key technical aspects of this policy.

The package was announced as a flagship action following the adoption of a Communication setting out a Drone Strategy in November 2022. This Communication addresses the need to provide a comprehensive and harmonised policy framework, build a common understanding of applicable procedures to face the threats posed by drones, and take into account the rapid developments in technology.

The Communication was adopted by the European Commission on 18 October 2023.
