This Communication - adopted by the Commission on 6 June 2013 - outlines the nature and scale of the problem of illicit tobacco trade across the European Union (EU), identifies factors that contribute to it, and proposes a comprehensive EU Strategy to fight the problem in the EU. The Strategy's comprehensive approach takes into account that the fight against the illicit trade is a cross-cutting issue that is affected by many factors and drivers and in turn involves a broad range of EU and/or national policies.
