The document adopted by the Commission on 18 October 2016 urges Member States to support the efforts to provide the European Union with updated, strengthened and more robust trade defence instruments. The Communication highlights that challenges of unfair trade practices by third countries was becoming ever more acute and that existing trade defence tools were proving to be insufficient.

This Communication also calls on Member States to swiftly endorse a proposal on the modernisation of the TDIs and to support an upcoming proposal on a new anti-dumping methodology.
