His comments came as the Commission considers whether to clear or block EMI Group's 23-billion euro joint venture with Time Warner's music division as well as Time Warner's 173-billion euro merger with America Online. Monti said it might be necessary to look at how the industries are structured to see whether the parties' commercial interest in maintaining the status quo is hampering the development of Internet services.
