	The Congress of Local and Regional Authorities of the Council of Europe adopted its priorities for the period 2013-2016 in October 2012. Congress activities would centre mainly on three major objectives: + Raising the quality of local and regional democracy and human rights in Europe + Rising to the new challenges resulting from the economic and financial crisis + Developing co-operation and partnerships.
