The Government's proposals and the text of the Constitutional Reform Bill changed greatly after the Committee's first report of session 2003-04 (HC 48-I/II) This report examines the changes and concludes that many of the points the Committee raised have been addressed and that the Bill will now be a more effective vehicle for creating a Supreme Court outside of the legislature that maintains the independence of the judiciary. The report contains two tables that set out the main recommendations for action in the Committee's first report and the action taken; and the principal amendments to the Bill.
