Consultation on second stage transposition of EU Directive to include aviation in the EU Emissions Trading System (EU ETS)

This consultation, which began on 11 December 2009, follows on from the public consultation on Transposition of EU Directive (2008/101/EC) to include aviation in the European Union Emissions Trading Scheme (ETS) held from 4 March to 14 May 2009 on the draft first stage transposing Regulations. These Regulations came into force on 17 September 2009. The second stage Regulations, that are the subject of this consultation, will complete the UK transposition of the Directive, putting in place additional requirements on operators and the remaining powers that the regulators will need to administer the system. These Regulations will ultimately repeal in part and replace the first stage Regulations and provide for a full transposition of the Directive. Deadline for responses: 5 March 2010.
