There appears to be little understanding among both the general public and the fishing sector itself of the purpose and nature of control of fishing activities. This is demonstrated by the two most popular; though contradictory, views of control. On the one hand, control is seen as bureaucratic meddling in an industry where the environment is already sufficiently hostile without needless interference from inspectors. This view is particularly popular within the fishing industry. In contrast, there is an argument, often echoed in the media, that more effective control would cure all the ills in the sector. Both are mistaken.

Control is an integral part of fisheries management in the European Union(EU) which aims to conserve the common natural fish resource at a sufficient level to ensure the long term viability of the fishing industry. To conserve fish stocks, rules have not only to be established, but also enforced. This is the role of control. It must be remembered that modern fishing vessels are powerful harvesters of sea resources. If not used properly, vessels could contribute to the rapid depletion offish stocks which would, in turn, lead to the demise of fishing. However, contrary to popular belief, even the most efficient of control systems could not, alone, ensure sustainable fishing. A range of other elements both within and beyond fisheries management also have an impact on fishing activities.
