CITES was drafted as a result of a resolution adopted in 1963 at a meeting of members of IUCN (The World Conservation Union). The text of the Convention was finally agreed at a meeting of representatives of 80 countries in Washington, D.C., the United States of America, on 3 March 1973, and on 1 July 1975 CITES entered in force.The European Community adopted autonomous measures to implement the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) from 1 January 1984 under two EC Regulations - No 3636/82 and No 3418/83.

These regulations have been followed by a number of subsequent amendment regulations, mainly with a view to adapting them to changes to the Appendices to the Convention and its own Annexes listing the species to be controlled.

The regulations on CITES, which are directly applicable in all member states, establish a detailed set of provisions for the common implementation of CITES in the Community and bind its member states to respect the objectives and principles of the Convention.

The seventh annual report refers to 1990.
