The Tacis Programme is a European Union initiative to provide grant-financed technical assistance to support the process of transition to market economies and democratic societies in the partner countries of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyztan, Moldova, Mongolia, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan. Launched in 1991, the Tacis programme has become a key instrument of political cooperation between the Euroepan Union and these partner countries.
