These conclusions acknowledge the negative impact of the pandemic and its socio-economic consequences on human rights, democracy and the rule of law. The EU therefore defends a socio-economic response to pandemic with human rights at its core, reaffirming a key element of its reaction to the EU Action Plan for Human Rights and Democracy 2020-2024.

The Council also defends that EU action should be guided by international agreements and strategies on climate change and sustainable development in the aftermath of the pandemic. It acknowledges the role played by members of Team Europe, as part of the global EU response to COVID-19.
