Council conclusions on EU priorities for cooperation with the Council of Europe in 2023-2024

In the context of Russia's invasion of Ukraine, the European Union (EU) vows to reaffirm the importance of the values and principles shared with the Council of Europe, and to strengthen the role of this organisation as the reference for promoting and upholding human rights, democracy and the rule of law in Europe. The EU supports the holding of a Fourth Summit of Heads of State and Government of the Council of Europe.

The EU also supports a reformed and reinvigorated, financially sustainable and efficient Council of Europe. It plans to improve visibility of and communication on the Council of Europe’s aims and activities, and the concrete results achieved through EU-Council of Europe cooperation.
