Conclusions adopted by the Council of the European Union at a meeting on 28 November 2022, setting out a common position on supporting well-being in digital education.

The use of digital tools and methods has been enhanced in classrooms throughout the European Union (EU), especially after the switch to online learning and teaching during the COVID-19 (coronavirus) pandemic. The ongoing development and the need o ensure learners' and educators' well-being in this digital reality should be reflected when Member States design their digital education strategies.

The conclusions identify three factors which are instrumental in contributing to learners’ and educators’ well-being:

  • acquiring the necessary knowledge, skills and competences;
  • designing teaching and learning approaches and digital environments that enhance well-being;
  • interpersonal relations in the digital education ecosystem.

This position was adopted at a meeting of the Council of the European Union on 28 November 2022, and published in the Official Journal on 9 December 2022.
