Council conclusions on the development of the European Union’s cyber posture

Set of conclusions adopted by the Council of the European Union on 23 May 2022, concerning the development of the European Union’s cyber posture.

These conclusions stem from the Strategic Compass, the EU's action plan to strengthen its security and defence policy by 2030. The strategy provides for the development of an EU cyber posture by enhancing the ability to prevent cyberattacks.

The Council highlights the five functions of the EU in the cyber domain:

• strengthen resilience and capacities to protect;
• enhance solidarity and comprehensive crisis management;
• promote the EU’s vision of cyberspace;
• enhance cooperation with partner countries and international organisations;
• prevent, defend against and respond to cyber-attacks.

The conclusions was adopted at a meeting of the Council of the European Union on 23 May 2022.
