On 29 January 2019, the Commission submitted to the Council its second Report on the implementation of EU macro-regional strategies. The Presidency convened the Friends of the Presidency Group (Macro-regional Strategies) to examine the Report and elaborate draft Council conclusions to reflect the views of the Council and give political guidance for the further development of the strategies. On 12 March 2019, the Presidency submitted to Member States draft Council conclusions on the implementation of EU macro-regional strategies. The Friends of the Presidency Group (Macro-regional Strategies) examined these draft conclusions at its meetings of 20 March, 28 March and 3 May 2019. All delegations agreed to the draft conclusions as set out in the annex to this note in a silence procedure ending on 8 May 2019. COREPER is, therefore, invited to recommend to the Council to adopt the draft Council conclusions set out in annex as an 'A' item at its meeting of 21 May 2019.
