Council Decision (CFSP) 2023/162 was adopted in January 2023 to establish a civilian European Union Mission in Armenia (EUMA) in the framework of the Common Security and Defence Policy (CSDP).

On 14 February 2023, the Council's Political and Security Committee endorsed the EUMA's Operation Plan (OPLAN). Following the recommendation of the Civilian Operation Commander, and having achieved initial operational capability, it was advised that the mission should be launched on 20 February, continuing until February 2025.

This Council Decision amends the financial reference amount to cover expenditure related to EUMA, as well as the launch date for the mission. The Decision was adopted by the Council of the European Union on 20 February 2023 and published in the Official Journal on the following day.
