Summary: Decision (EU) 2022/1500 - formally adopted by the Council of the European Union on 9 September 2022 - concerning the suspension in whole of the application of the Agreement between the European Union (EU) and Russia on the issuance of visas to their citizens. Further information: The agreement between the European Community and the Russian Federation on the facilitation of the issuance of visas to their citizens was signed in May 2006 and entered into force in June 2007, in parallel with another Agreement on readmission. The aim of the Agreement was to facilitate, on the basis of reciprocity, the issuance of visas for an intended stay of no more than 90 days per period of 180 days to the citizens of the EU and Russia. In February 2022, the European Council condemned Russia's military aggression against Ukraine. Restrictive measures were introduced against Russia, as well as a partial suspension of the visa facilitation agreement for diplomats, other Russian officials and business people. On 6 September, the European Commission introduced a draft Decision aimed at suspending the whole of the Agreement. At their informal meeting on 31 August, foreign affairs ministers reached an agreement to move forward with the full suspension of the visa facilitation agreement. The Decision was formally adopted on 9 September and published in the Official Journal on the same day. |
