In a written statement issued on the 20 July 2011 the Council of Europe's Commissioner for Human Rights strongly criticised recent French and Belgian legislation targeting the burqa. he wrote of Islamophobia and anti-Muslim prejudices continuing to undermine tolerance in Europe.
