Recommendation adopted by the Council of the European Union on 13 November 2023, assessing the progress made by the participating Member States to fulfil commitments undertaken in the framework of the Permanent Structured Cooperation (PESCO).

The objective of this Recommendation is to assess the contributions made by the participating Member States to fulfil the more binding commitments undertaken in the framework of PESCO. The assessment is based on the Annual Report on the Status of PESCO Implementation provided by the EU's High Representative on Foreign and Security Policy in July 2023 and on the National Implementation Plans (NIPs) presented by the countries in 2023, which were accompanied by high-level political statements.

The Recommendation was adopted by the Council of the European Union on 13 November 2023 and published in the Official Journal on the following day.
