Council Recommendation (EU) 2022/2415 on the guiding principles for knowledge valorisation

Knowledge valorisation is the process of creating social and economic value from knowledge, by linking different area and sectors and transforming data and research results into products and solutions that benefit society.

In 2008, the European Commission issued a Recommendation on the management of intellectual property (IP) in knowledge transfer activities and a Code of Practice for universities and other public research organisations. The research and innovation (R&I) landscape has changed since then in terms of actors and complexity of the R&I ecosystems, as well as in terms of global challenges.

This Council Recommendation replaces the European Commission's 2008 Recommendtion by broadening the scope of actors and activities, with a focus on the whole research and innovation ecosystem, and widening the scope to intellectual asset management. It makes it possible for Member States of the European Union (EU) to adopt a common line on policy principles and measures for improving knowledge valorisation in the EU without imposing legally binding provisions.

The draft Recommendation was adopted on 9 August 2022 by the European Commission, building on its Communication on a New ERA for Research and Innovation which laid the foundations for developing and updating guiding principles for knowledge valorisation. It was adopted by the Council of the European Union on 2 December 2022 and published in the Official Journal on 9 December 2022.
