Council Regulations (EU) 2021/91 and (EU) 2021/92 establish provisional fishing opportunities for 2021 in Union waters and non-Union waters. These provisional TACs reflect a political agreement reached by the Council of the European Union in December 2020 as regards those stocks shared with third countries. The situation arose particularly due to the withdrawal of the United Kingdom (UK) from the European Union and the need to hold bilateral consultations with the UK (as well as additional consultations with Norway).

The amendments introduced by this Council Regulation reflect cases where stocks are predominantly fished at the beginning of the year. In these cases, the general approach corresponding to 25% of the EU shares of the fishing opportunities should not be taken into account.
