This Council Regulation introduces amendments to Regulation (EU, Euratom) 2020/2093 to extend the budgetary coverage applied to the loans to EU Member States also to loans to Ukraine available for the years 2023 and 2024.

The draft law was adopted by the European Commission on 9 November 2022, alongside amendments to the Financial Regulation and a draft Regulation establishing the Macro-Financial Assistance Plus (MFA +) instrument. The package of initiatives seek to guarantee the necessary financial support to Ukraine following the war of aggression launched by Russia. The proposal was given consent by the European Parliament on 24 November, and it was adopted by the Council of the European Union on 15 December 2022. The Act was published in the Official Journal on 20 December 2022.
