Analysis of decisions taken at Telecoms Council, Luxembourg, 4-5 April 2001. The European Union is trying to boil down around 25 European directives into six simpler and more harmonised laws. At the Council ministers were reviewing the new legislation prepared by the Commission and already given initial approval by the European Parliament. But the ministers' conclusions were hardly designed to bring smiles to Commission faces - and seem set to end in a confrontation between member states and the parliament, delaying the new, clearer regulatory framework.
