Cyprus may hamper Turkey’s EU aim

The European Commission's annual Regular Report on the progress towards accession of Turkey, published on 5 November 2003, warns that there will be a 'serious obstacle' to starting formal accession talks with the country if no settlement is reached over the divided island of Cyprus by 2004. Also released on 5 November 2003 were annual Regular Reports on 12 other candidate states.
