Article reports that EU politicians rep­orted on the 7 September 2011 a breakthrough in long-stalled negotiations over new fiscal rules that would allow the European Commission to fine governments that run excessive debts and deficits.

If it holds, then the sprawling new package of fiscal rules, unoffically called the 'six pack' reforms that was supposed to be a centrepiece of Europe’s response to the debt crisis could be poised for agreement after nearly a year of often torturous discussions. The breakthrough was made possible, according to several people familiar with the discussions, after France gave ground on a key demand that national politicians preserve their say over whether or not to fine profligate governments.
