Dealing with Russia: law, jaw and war

The EU should be ready to take more steps against Russian aggression, and help defend Ukraine – but also talk directly to Putin to try to change his mind.International legal mechanisms are the best weapons the EU has to deal with a state where the rule of law is weak; it should use them effectively.
