The specter of Grexit is again haunting Europe. After more than seven years, countless reform efforts, and a deep social crisis, Greece continues to be at the top of the European agenda. Most remedies have so far focused on economic reforms and the sustainability of Greek debt.

Yet the problem of Greece is also its weak institutions. Armin von Bogdandy and Michael Ioannidis put a new proposal up for debate – to use EU help to bring to Greek institutions highly qualified personnel that is not committed to the old systems of power but to the cause of reforming the Greek state.

The debate comprises a series of authored contributions.
