Examines whether the European External Action Service (EEAS) is an autonomous political actor with standing before the European courts in actions for annulment and in dispute resolution proceedings with its staff. Reviews the requirements for standing by EU bodies, and the extent to which the EEAS has legal personality to bring proceedings, to be a defendant, to adopt reviewable acts, and to defend acts of EU delegations. Reflects on the inconsistent practice of EU bodies toward the EEAS.
