Summary: Council Directive (EU) 2019/997 - formally adopted by the European Union on 18 June 2019 - which lays down rules on the conditions and procedure for unrepresented citizens in third countries to obtain an EU Emergency Travel Document (EU ETD) and establishes a uniform format for such document. Further information: Since 1996, EU rules exist that allow EU citizens, whose passport or travel documents were stolen or lost while travelling abroad to obtain temporary travel documents. However, some third countries showed reluctance to accept them and some Member States stopped using them for their own citizens as those documents were seen as not meeting modern security standards and offering little protection against fraud and counterfeit. The European Commission adopted on 31 May 2018 a proposal to review rules on EU emergency travel documents, aimed at improving their security features. In adittion, the revised Directive aimed at improving the consular assistance available to citizens from across the European Union, even where their country does not have an embassy or consulate. The Directive makes it mandatory for embassies or consulates to issue EU emergency travel documents to unrepresented EU citizens. |
