The present Commission took office with the intention of giving new impetus to European integration as well as a more-up-to-date meaning to the idea of public service, as desired by both the public and its own staff. It has repeatedly stressed the urgent need to bring its activities and the human resources it has available into line with each other. In the autumn of 1999 the Commission embarked on an in-depth restructuring of its various departments, allowing it to redeploy staff to its core tasks and policy priorities. When setting its policy and budget priorities for the 2001 budget year and in line with the commitments it made in its White Paper on reforming the Commission, it decided on 23 February 2000 to conduct a detailed evaluation of its activities and human resources. This Communication is the product of that evaluation.
