Doubt hits Brown’s EU reform plan

UK Chancellor the Exchequer (Finance Minister), Gordon Brown's blueprint for economic reform in Europe has been cast into doubt by Whitehall officials, who have described one of his main ideas - to set up an independent European competition authority - as a non-starter.
