Duisenberg criticises states for flouting deficit rules

On 10 September 2003, in his last testimony to the Committee on Economic and Monetary Affairs of the European Parliament before he retires, the President of the European Central Bank, Wim Duisenberg, criticised eurozone Governments for not sticking to budget deficit rules.
