Further reforms would be needed to diversify the economy, improve public spending efficiency and ensure that today’s high levels of income, well-being and equality were passed on to future generations, according to the OECD Economic Survey 2017 published in December 2017.

The Survey pointed out that the accommodative monetary policy supporting growth had also contributed to house price increases and credit growth. The Survey recommended that Norway prepared a contingency plan against a possible hard landing in the housing and debt markets, including, as necessary, potential delays to planned monetary policy normalisation and targeted fiscal policy initiatives.

The Survey projected growth above 2% in 2018 and 2019. It identified priorities for future public policy action, including reforms to facilitate the transition away from oil-related activities and seize the opportunities offered by globalisation and digitalisation. It proposed measures to improve the efficiency of public spending, in particular by ensuring maximum returns from planned transport infrastructure investment.
