Economics chief Pedro Solbes will next week unveil guidelines for euro-zone member states on boosting the “quality of public expenditure”, including calls for more focus on research and development and education

The policy paper on the quality and sustainability of public finances builds on an earlier report announced last May which called on governments to use tax revenue emanating from higher-than-expected economic growth to reduce deficits instead of loosening fiscal policy.
