"Subsidiarity is a philosophical principle that draws from different theoretical sources from Aristotle to the social teaching of Leo XIII and the Catholic personalism of Mounier, to Althusius' federalism, to the American confederalism, to the economic federalism or liberal contractualism (Føllesdal , 2000: 94). One of the most common definitions of the principle of subsidiarity is that decisions must be made as close as possible to the citizens, so that higher levels of government deal only with what the lower levels can’t effectively carry out by themselves (Føllesdal, 2002)."
