NATO has always had a southern exposure. Since the early years of the Alliance, the question of how to understand and address challenges emanating from the Mediterranean and beyond has been on the NATO agenda in political and security terms. Today’s strategic environment provides a new context for this traditional question, but also raises fundamental questions of geography, alliance politics and a shared approach to risks.
