Both the European Union and its Member States are parties to the Kyoto Protocol to the United Nations Framework Convention on Climate Change. This commits them to reduce 1990 levels of greenhouse gas emissions by an average of 8% between 2008 and 2012. The protocol provides for a number of economic instruments that parties may use in achieving their objectives - one of these is emissions trading.
